9. The regulations under which Emigrations from Hongkong may be conducted will be found in Her R. Macdonnell's despatch of 19th July 1869. As however emigration from Hongkong to any but British Colonies has been forbidden- and Emigrants cannot be collected for those Colonies in China without the employment of Native Agents, which is not allowed, emigration from Hongkong is for the present stopped.
